Publishing Research on Medical Journals

These colleagues have not been successful in publishing their research in
English-language journals, presumably because American and European readers are
not generally interested in the publication practices of non–English-language
publications.
Can anyone suggest journals that might publish this type of research?

I would like to clarify your question. You mean that your
colleagues in Japan and China have not heard of medical journals published in
Japanese or Chinese language respectively? I am very surprised.
As far as Chinese language is concerned, there are a lot of medical journals published in it. Most of them are published in mainland China. If you want to browse through a comprehensive list of them, I recommend this link: http://scholar.ilib.cn/C-R.html.
Regarding the fact that these colleagues have not been successful in publishing their research in English language journals, there are numerous possible reasons. However, I am not sure what you mean by ‘American and European readers are not generally interested in the publication practices of non English language publications’. Could you clarify please?

I may not have stated the problem clearly. My colleagues’
papers have been rejected, not because the research wasn't good or the language
was poor, but because the journals’ readers were not interested in knowing,
say, what percentage of Japanese medical journals have adopted the CONSORT
guidelines. Most of the studies relate to the quality of research reports,
and it's not resonating with American journals. The articles are not
biological research reports or studies on the practice of medicine in these
countries.
